If CA were to make Zhang He or Ding Feng look similar, then there would be an issue with that! There's no historical reason or establishment for them to look that way. There is no trove of ancient art of Zhang He, so when designing him for Dynasty Warriors, Koei chose to base him on the Street Fighter character Vega, much as they later did with Ding Feng being based on Balrog. Many other generals from that time period lack such iconic images, and thus there's more leeway to build characters from them. CA didn't steal them from Koei, they just chose not to drastically overhaul what was already there. To answer that, those specific characters (and others like Liu Bei) have had depictions along those lines in the public domain for centuries already. I'm guessing some people are going to say "But characters like Guan Yu and Zhang Fei and Dong Zhuo already look similar to Koei's Dynasty Warriors depictions, why isn't that an issue?".
